How Effective Is Congestless?

We are currently undertaking a proof-of-concept analysis in which we will estimate the effectiveness of Congestless, based on a hypothetical deployment within London’s Congestion Charge zone.
Prior to running this analysis, we had sought the assistance of both private and public sector organisations in the form of anonymised or synthetic journey data derived from real-world car journeys. Unfortunately though, for a variety of reasons, it was not feasible to obtain such data for this analysis. However, we did not wish to let perfection be the enemy of good, so we have been working on alternative solutions that will allow us to run a proof-of-concept without the need for a real-world journey list. The publication of the results will be accompanied by a detailed methodology explaining how this was achieved.
What will this analysis tell us?
In this analysis, we will estimate the time-saving benefits of Congestless. We will begin by modelling journey times at various uptake levels of Congestless. Then, by comparing the mean journey time from each scenario with the mean journey time from the baseline scenario, we will be able to calculate the percentage time savings generated by Congestless at the given uptake level.

We are hoping to complete this analysis and publish the results in the coming weeks.
